Business Development Manager – Civil Infrastructure Construction

Twin Staffing is partnering with one of Canada’s most forward-thinking, employee-owned general contractors to recruit a Business Development Manager for their growing civil infrastructure group.


This is not a traditional BD role. This is for someone who can sit at the table with clients as a technical expert, build trust early, shape projects, and step in to help deliver if needed.

The Opportunity

You’ll play a key role in driving growth within the civil infrastructure group, focusing on municipal water and wastewater projects.


This role is about getting upstream—building relationships, identifying opportunities, supporting pursuits, and shaping projects early—before competitors even know they exist.

You’ll work closely with operations, preconstruction, and leadership to ensure the work you help win is set up for success.


What You’ll Do

  • Build and maintain relationships with municipal clients, consultants, and key stakeholders
  • Identify and pursue new project opportunities in water and wastewater infrastructure
  • Support and lead pursuit strategy, proposals, and preconstruction efforts
  • Act as a technical resource in client conversations, bringing real project experience to the table
  • Collaborate with estimating and operations teams to position projects competitively
  • Stay close to active projects and step in to support delivery when needed
  • Represent the company in industry events, meetings, and client engagements
  • Help shape long-term growth strategy within the civil infrastructure division


What We’re Looking For

  • Background in engineering, project management, or construction leadership within civil infrastructure
  • Experience delivering water/wastewater or municipal infrastructure projects
  • Someone who can confidently speak both technical and commercial language
  • Strong relationship builder — personable, credible, and trusted by clients
  • Experience supporting pursuits, proposals, or preconstruction activities
  • Entrepreneurial mindset with a results-driven (“kill what you eat”) mentality
  • Comfortable with travelling a couple of days every other week
  • An engineer consulting background would be considered


Compensation & Perks

  • Base Salary: $130,000–$180,000/year ($140K–$150K target range)
