Description

Our Education and Early Childhood Development (EECD) relies on a range of enterprise and operational systems to support core business functions across schools, districts, and departmental operations. Several of these systems are aging, approaching end-of-support, or no longer fully aligned with evolving business, operational, and regulatory requirements.

In parallel, new services and programs continue to be introduced, creating the need for new digital solutions that can support emerging business processes, reporting requirements, and service delivery models. These initiatives often require rapid analysis, clear requirements definition, and effective coordination to ensure solutions are scalable, compliant, and integrated within the broader application landscape.

Over time, changes in service delivery models, legislative and privacy obligations, integration expectations, and user needs have increased the complexity of managing and modernizing systems.

As a result, EECD is undertaking a series of initiatives to assess, modernize, replace legacy systems, and introduce new solutions, refresh procurement strategies, and ensure that future systems are secure, compliant, integrated, and capable of meeting both current and future business needs.

To support this work, EECD is seeking a Senior Business Analyst to provide expertise in business analysis, project coordination, and stakeholder engagement, contributing across multiple system modernization, replacement, and new solution initiatives as priorities and capacity allow.

Deliverables:

a. Current State Assessment and Analysis

Led workshops and interviews to assess current processes, systems, risks, and opportunities, documenting workflows, integrations, and dependencies.

b. Requirements Gathering and Documentation

Elicited, analyzed, and documented business, functional, and technical requirements, maintaining traceability and stakeholder approval.

c. Solution Evaluation and Procurement Support

Supported RFP development and vendor evaluations by coordinating demonstrations, scoring proposals, and providing selection recommendations.

d. Project Coordination and Management

Developed and managed project plans, facilitated governance and status meetings, and tracked risks, issues, and dependencies across teams.

e. Implementation, Migration, and Testing Support

Supported system configuration, data migration, and User Acceptance Testing to ensure solutions met business requirements.

f. Training and Change Management

Developed training materials and delivered sessions while supporting change management activities to drive user adoption.

g. Post-Implementation Support

Provided go-live and stabilization support, conducted post-implementation reviews, and recommended system improvements.

h. Additional Senior Business Analyst / Project Coordination Activities

Performed additional senior business analysis and project coordination tasks to support departmental priorities as required.
